Bootloop windows 7 wont load past loading screen

Not sure if i should ask for help here but i will anyway i recently built my pc and started it up and it goes to the "windows is loading" screen and then just reboots and it does this over and over again i initially done this with my SSD and it seemed to have broke it once i formatted so i put in my old HDD with windows 7 on it and its still doing the same thing,
