What the normal pump temp?

I have a H80i and the liquid temp is always 24-25C no matter how high is the processor temp(40min or 60max), is it okay or the pump temp must be closer to processor temp? Is "H80i Temp" tells the temperature going to pump or the temp of liquid going to radiator? I have a amd a10-5800k processor and it's temp 46-50C idle, I not sure that's normal.
