H110 high rpm and 90c on load temps

I've had this installed for just under a year now and it's been working fine. Idle temps on my 4770k at around 30c and on full load about 50c. Recently I moved and set my system up. Was operating fine for two weeks then suddenly I'm getting very high temps. (At one point it hit 100c before I shut it off quickly.



I've read the forums here and done some troubleshooting. Replaced the thermal paste and reseat the block. I've noticed very high rpm readings up to 8300rpm. Running out of options here, should this go to rma?
