CMX6GX3M3A1600C9 x2 not working properly

So i have had these sticks of RAM for about a year now(CMX6GX3M3A1600C9), i just put them in my PC and didn't worry about them, i thought they where under performing but i didn't realize it was this bad, i was meant to have 12GB of ram but my system says i only have 4 when there both plugged in.



yes i am running a 64 bit copy of windows 7.



if anyone could help that would be great.
