Has anyone heard of this kind of problem?

My PSU is a HX750 with a brand new Asus Z87 motherboard, i7 4770K, and 16GB of RAM started of with this ram first,

then this was replaced with this one

I also run 2 Samsung 840 Pro SSD's and in a nutshell nothing else in inline apart from usb mouse and keyboard.

However from day one this build has had the same problem and that problem is before i can get windows installed and updated to SP1 then updated via windows updates it will reboot and freeze and what i mean by this is the KB and mouse that are plugged in to the USB 2.0 sockets fail to give any power to the USB mouse or KB, i say this because KB wont boot using ctrl/alt/del or even the windows key is dead and my MS intelimouse red laser is not alight so as you can see no power is my guess, i have even tried them in usb3 sockets but there dead as well, I have gone through 4 Motherboards, 2 lots of ram and it's still doing the damm same thing, I am now in the process of replacing the CPU but other then the PSU i can't see it being anything else, has anyone heard of this kind of issue before? Could it be my PSU is not supported by the 4th gen Haswell chip, or any other suggestions you may have would be more then welcome.
