AX 860 "smart?"

Would a Corsair AX860 power supply be smart enough to not turn on if the CPU fan/pump failed!? This is a new build with a Swiftech h220 cooler and the pump doesn't work. When I try to boot the new build with the AX860 the case fans won't even move and no post, it just lets the LED light on the logic board glow -but no more. Swapping the AX860 for a known working PCPowerCooling turbo cool 510 SLI would let my system POST.

The bios comes up with a warning about the CPU fan. Case fans turn on.



Is this new AX860 PSU bad? I've tried it with two different motherboards with the same result.
